Dear readers, and perhaps even voters, the two images above are explicit regarding the Gabonese electoral malaise. On the left the voting card of a fellow citizen prior the introduction of biometry as a guarantee of the reliability of the electoral process; and on the right, the voter "biometric" card that looks like two drops of palm wine, compared to the former. Where are the biometrics components? Where are the guarantees of reliability? What have served the tens of billions of CFA francs paid to Gemalto? Who is the butt of this joke? But the people, of course!


After the presidential election of December 1993 in Gabon, The Christian Science Monitor, an American magazine, published an article entitled: “Why Tolerate Rigged Elections in Gabon?” (click on that title to access the article). In that article, that magazine described how Omar Bongo nakedly rigged the election to lay claim to 51.1 percent of the popular vote, while a 17-member US delegation to monitor that election announced a different analysis. These American observers said that the counting of results was an absolute debacle. Their report said that: ``the delegation unanimously insists that the arbitrary and ad hoc manner in which the election was administered provided multiple opportunities for the process to be manipulated in a fraudulent manner. There were arbitrary and selective acceptance of identification for voting. In opposition strongholds, the AAI noted that many people were barred from voting by stringent adherence to incomplete electoral lists it describes as worthless.'' The magazine continues by saying: “Government troops subdued by gunfire disturbances that were set off in Gabon's capital, Libreville, by the apparent electoral fraud. Even a public statement by a Bongo-appointed provincial governor, Pauline Nyingone, detailing the regime's fraud was shrugged off by the ``reelected'' president and ignored by the international community. Governor Nyingone has been dismissed from office and is appealing for international protection following threats against her life.”


What is described above happened in December 1993, meaning 20 years ago. What did the international community do? Nothing! What did the Gabonese people do? Nothing! Ultimately, it is the real winner of 1993 who will kneel before Omar Bongo... For good measure, five years later Omar Bongo recidivated by delivering real-fake passports to foreigners so they could vote repetitively. There were people who ended up with a dozen passports, going from polling station to polling station voting Omar Bongo repeatedly. What did the international community do? Nothing! What the Gabonese people do? Nothing! Ultimately, Pierre Mamboundou eventually settled for the title of Leader of the Opposition, with all the benefits associated... In 2009, some Gabonese citizens said proudly: "oh no, a Nigerian will not rule me; Gabon is not a monarchy; they are not going to steal our vote etc." Ali Bongo presented forged documents to the election commission, the election was as fraudulent as that of 1993, and the person validating the election was the same as in 1993: Marie Madeleine Mborantsuo. What did the international community do? Nothing! What the Gabonese people do? Nothing! Ultimately, an amorphous opposition would go to local elections claiming that the Bongo biometrics system would clarify the electoral landscape ... We are in December 2013 and the local elections just occurred. The results are as catastrophically fraudulently as those of 1993; the promised biometry appears to have been a big scam (who would have thought otherwise?), but it is when the iron is hot that it must be stricken, which that: what would the Gabonese people do? Nothing as usual or decide to take control and impose their will over their own country? Anyone coming out to speak the language of relying on the international community, or on an “improved” biometry for 2013, should not be taken seriously! We must be honest with the people, if we cannot do anything, let’s say to the people of Gabon that we are incapable instead of making empty promises! 2016 will not change anything; the same methods will be used against the same people who will act with the same reflexes! So it is now that we must decide on what to do: act or capitulate?

Chers lecteurs, et peut être même électeurs, les deux images ci-dessus sont explicites du malaise électoral gabonais. Sur la gauche la carte d’électeur d’un compatriote avant l’instauration de la biométrie comme garant de la fiabilité du processus électoral; sur la droite la carte d’électeur «biométrique» qui ressemble comme deux gouttes de vin de palme, à l’ancienne. Où sont donc les données biométriques? Où sont les garanties de fiabilité? A quoi ont servi les dizaines de milliards de francs CFA payé à Gemalto? De qui se moque-t-on ? Mais du peuple, pardi!


Après l'élection présidentielle de Décembre 1993 au Gabon, The Christian Science Monitor, un magazine américain, a publié un article intitulé : «Why Tolerate Rigged Elections in Gabon? (Pourquoi tolérer des élections truquées au Gabon ?)" (Cliquez sur ce titre pour accéder à l'article). Dans cet article, ce magazine décrivait comment Omar Bongo à l’œil nu avait truqué l'élection prétendant avoir reçu 51,1 pour cent du vote populaire, tandis qu'une délégation américaine de 17 membres pour observer cette élection avait annoncé une analyse différente. Ces observateurs américains avaient noté que le dépouillement des résultats avait été une débâcle absolue. Leur rapport indiquait que: ``la délégation insiste à l'unanimité que la manière arbitraire et ad hoc avec laquelle l'élection a été administré a fourni de multiples possibilités pour que le processus soit manipulé de manière frauduleuse. Il y avait acceptation arbitraire et sélective d'identification pour le vote. Dans les bastions de l'opposition, le AAI a noté que beaucoup de gens ont été empêchés de voter par une adhésion stricte à des listes électorales incomplètes qui étaient sans valeur'' Le magazine poursuit en disant: « Les troupes gouvernementales ont étouffées par des coups de feu, les manifestations qui se sont tenues dans la capitale du Gabon, Libreville, à causer la fraude électorale apparente. Même une déclaration publique du gouverneur provincial nommé par Bongo, Pauline Nyingone, détaillant la fraude du régime n’a eu droit qu’au haussement d’épaules du président « réélu » et a été ignoré par la communauté internationale. Le Gouverneur Nyingone a été démis de ses fonctions et a demandé la protection internationale suite à des menaces contre sa vie. »


Ce qui est décrit ci-dessus a eu lieu en Décembre 1993, c'est-à-dire il y a 20 ans. Qu'est-ce que la communauté internationale a fait? Rien ! Qu'est-ce que le peuple gabonais a fait ? Rien! Au bout du compte, c’est le véritable vainqueur de 1993 qui ira s’agenouiller devant Omar Bongo… Pour bonne mesure, 5 ans plus tard Omar Bongo récidivait en livrant des vrais faux passeports à des étrangers pour qu’ils puissent voter de manière répétitive. Il y avait des gens qui se sont retrouvés avec une dizaine de passeports, passant de bureau de vote en bureau de vote; votant Omar Bongo à répétition. Qu'est-ce que la communauté internationale a fait? Rien ! Qu'est-ce que le peuple gabonais a fait ? Rien! Au bout du compte, Pierre Mamboundou finira par se contenter du titre de chef de l’opposition avec les avantages afférents… En 2009, les Gabonais disaient fièrement: «ah non, un Nigérian ne va pas me commander; le Gabon n’est pas une monarchie; on ne nous volera pas notre vote etc.» Ali Bongo s’est présenté avec des documents trafiqués; l’élection a été aussi frauduleuse que celle de 1993, la personne validant l’élection était la même qu’en 1993: Marie Madeleine Mborantsuo. Qu'est-ce que la communauté internationale a fait? Rien ! Qu'est-ce que le peuple gabonais a fait ? Rien! Au bout du compte, on aura une opposition amorphe qui ira aux élections locales clamant que la biométrie d’Ali Bongo allait éclaircir le paysage électif… Nous sommes en Décembre 2013 et les élections locales viennent de se produire. Les résultats sont aussi catastrophiquement frauduleux que ceux de 1993; la biométrie promise s’avère avoir été une grosse arnaque (qui eut cru le contraire?) ; mais c’est au moment où le fer est chaud qu’il faut le battre ; c'est-à-dire : que vont faire les Gabonais ? Rien comme d’habitude ou se décider à se prendre en main et imposer leur mainmise sur leur propre pays? Toute personne venant parler le langage de s’en remettre à la communauté internationale, ou s’en remettre à une biométrie « améliorée » pour 2013, devrait être chassée! Il faut être franc avec le peuple; si on ne peut rien faire, disons au peuple Gabonais qu’on est incapable au lieu de faire des promesses dans l’air! 2016 ne changera rien, les mêmes méthodes seront utilisées contre le même peuple qui agira avec les mêmes reflexes! Alors, c’est maintenant qu’il faut se décider sur la marche à suivre : agir ou capituler?
