The last press briefing by Alain-Claude Billie Bi Nze was once more for him and his patrons, the opportunity to dump much of their overflow of inanities into the Gabonese political debate. In this post we want to do a quick and dirty cleaning of some of these delusions.


1 When Alain-Claude Billie Bi Nze said: "We cannot put Mr. Ping on the same footing as the Head of State. Mr. Ping is a compatriot today without any electoral mandate, either local or national. He is not at the head of a political party; he has only himself and his person. We will not dwell on this because the Head of State is at the head of the country. He is working to implement a social project."


This blog’s answers: we find this sentence by a person who pretends to be cultured as the person concerned wants to insinuate, to be deeply shocking. Indeed dear readers, all of us, including Mr. Jean Ping, pay the salaries of Alain-Claude Billie Bi Nze and his patrons. Gabon is not a monarchy and is a proclaimed Republic theoretically governed by the rule of law, therefore the notion of a president above the citizen has no reason to exist. This is a legal, civic, and constitutional nonsense. Signs of the rule of law are clear: in such a State, at the top of the administrative pyramid, or at its base, no one is above the law, no one is sheltered from a citizen’s questioning; rulers or citizens. Therefore, when a spokesman for the Presidency of the Republic, as is Alain-Claude Billie Bi Nze, comes to utter phrases like "we cannot put Mr. Ping on the same footing as the Head of State ", what is he talking about? What article of the Gabonese constitution puts the President of the Republic above the citizen? Let’s be serious! In a Republic, anyone can challenge the President at any time. This can be seen frequently in the West, because what people like Alain-Claude Billie Bi Nze do not understand or do not want to understand, is that in a republican democracy governed by transparent and fair elections, the "anointing" by universal suffrage (absent in Gabon in actual fact) does not transfigure the head of state into a superior citizen, endowed with powers beyond a popular reach. Presidents have immunity while in office, but that does not make them impervious to popular interpellation while in office. It was private citizens who called on Jacques Chirac, then President of France, about the fictional jobs while he was Mayor of Paris before running for the presidency; it is simple French citizens who have brought actions for influence peddling and abuse of assets against Nicholas Sarkozy, for acts that took place during his presidency. So Jean Ping or any other republican in Gabon, are doing their duty when they decide to challenge Ali Bongo on the trajectory of the country.


2 When Alain-Claude Billie Bi Nze said: "The baccalaureate is not obtained by hunger strike"
This blog’s answers: but these students never asked to get the baccalaureate by hunger strike. They started this hunger strike for, as powerfully explained by Mr. Marcel Libama in a recent communication, to reason with the rulers of this country who have made them take an examination which they themselves did not comply with the rules, or the formula which had been predetermined. Mr. Marcel Libama explains that after the first round of tests, about 648 out of 918 students who succeeded in the first part of the baccalaureate (bac 1) managed to get an average of between 8 and 10; which according to the predetermined formula and statutes, created by the “emergent” themselves, made these students eligible to take the tests of the second group (oral test). But while students were asking for their oral exams, the government decided to grant through the voice of Leon Nzouba on his knees, the baccalaureate directly to the students who have obtained an average equal to or greater than 8, thus eliminating the tests of the second group (the oral). Thereafter, new twist, the Council of Ministers came to declare that the baccalaureate was back to being given at 10 out of 20, abrogating the Nzouba’s decision. In all this, students who should have been eligible have not got a solution to their problem, and Alain-Claude Billie Bi Nze just comes to tell them that the baccalaureate is not obtained by hunger strike! But the question that Alain-Claude Billie Bi Nze has not asked his colleagues is to know why they organized such a disaster in the administration of the baccalaureate which is an important exam in the school career? It is the Ali Bongo regime that came to impose a baccalaureate to these students which the ins and outs were not clear. What do you want? That eligible students agree to be sacrificed on the altar of incompetence of the emergents? But frankly Mr. Alain-Claude Billie Bi Nze! As said by Mr. Marcel Libama, the Gabonese students are the victims of a shocking and approximate management of our educational system, there is no question that children are sacrificed because of stupid government.

Le dernier point de presse d’Alain-Claude Billié Bi Nzé aura encore été pour lui et ses patrons, l’occasion de déverser une bonne partie de leur trop plein d’inanités dans le débat politique gabonais. Dans ce billet nous voulons faire un nettoyage, vite fait bien fait, de certains de ces délires.


1. Quand Alain-Claude Billié Bi Nzé dit: «On ne peut pas mettre M. Ping sur le même pied d’égalité que le chef de l’Etat. M. Ping est un compatriote aujourd’hui sans aucun mandat électoral, ni local ni national. Il n’est pas à la tête d’une formation politique, il ne présente que lui-même et sa personne. Nous n’allons pas nous étendre sur ce sujet parce que le chef de l’Etat est à la tête du pays. Il s’active à mettre en œuvre un projet de société».


Ce blog répond : nous trouvons cette phrase d’une personne qui se prétende cultivée, comme aime à vouloir l’insinuer l’intéressé, profondément scandaleuse. En effet chers lecteurs, nous tous, y compris Mr Jean Ping, payons les émoluments d’Alain-Claude Billié Bi Nzé et de ses patrons. Le Gabon n’étant pas une monarchie et se proclamant République en théorie régie par l’Etat de droit, la notion d’un président au-dessus du citoyen n’a pas lieu d’être. Cela est un non-sens juridique, civique, bref constitutionnel. Les signes de l’État de droit sont clairs: dans un tel Etat, que l’on soit au sommet de la pyramide administrative, ou à sa base, personne n’est au-dessus de la loi, personne n’est à l’abri d’une interpellation citoyenne; ni les dirigeants, ni les citoyens. Par conséquent, quand un Porte-Parole de la Présidence de la République, comme l’est Alain-Claude Billié Bi Nzé, vient prononcer des phrases toutes faites comme «on ne peut pas mettre M. Ping sur le même pied d’égalité que le chef de l’Etat», de quoi parle-t-il ? Quel article de la constitution gabonaise met le Président de la République au-dessus du citoyen ? Soyons sérieux ! En République, n’importe qui peut interpeller le président à tout moment. Cela s’observe avec fréquence en occident, car ce que des gens comme Alain-Claude Billié Bi Nzé ne comprennent pas ou ne veulent pas comprendre, est que dans une démocratie républicaine, régie par des élections transparentes et régulières, l'«onction» du suffrage universel (absent au Gabon dans les faits réels) ne transfigure pas le chef de l'Etat en un citoyen supérieur, doué de pouvoirs au-delà d’une atteinte populaire. Les Présidents ont une immunité pendant leur mandat, mais cela ne les rend pas imperméable à l’interpellation populaire, en plein mandat. Ce sont bien de simples citoyens Français qui interpellèrent Jacques Chirac, alors Président de la France, au sujet des emplois fictifs à la Mairie de Paris qu’il dirigea jadis ; ce sont des simples citoyens Français qui ont introduit des recours de trafic d’influence et abus de biens sociaux contre Nicholas Sarkozy, pour des faits s’étant déroulés pendant sa présidence. Donc Jean Ping, ou n’importe quel autre Gabonais est dans son devoir républicain, quand il décide d’interpeller Ali Bongo sur la trajectoire du pays.



2. Quand Alain-Claude Billié Bi Nzé dit : «Le bac ne s’obtient pas par la grève de la faim»
Ce blog répond: mais ces élèves n’ont jamais demandé d’obtenir le bac par la grève de la faim. Ils font cette grève de la faim pour, comme l’a expliqué puissamment Monsieur Marcel Libama dans une récente communication, faire entendre raison aux gouvernants de ce pays qui leur ont fait passer un examen dont eux-mêmes ne respectaient ni les règles, ni la formule qui aurait dû être prédéterminée. Monsieur Marcel Libama explique qu’à l'issue des épreuves du premier groupe, près de 648 élèves sur 918 ayant obtenu la première partie du bac (bac 1) ont réussi à obtenir une moyenne comprise entre 8 et 10 ; ce qui selon la formule prédéterminée et les textes mis en place par les émergents eux-mêmes, donnaient droit à ces élèves de passer les épreuves du deuxième groupe (les oraux). Mais alors que les étudiants demandaient leurs oraux, le gouvernement décida d’octroyer par la voix d’un Léon Nzouba à genoux, directement le bac aux élèves ayant obtenu une moyenne égale ou supérieure à 8, supprimant ainsi les épreuves du deuxième groupe (les oraux). Par la suite, nouvelle péripétie, le conseil des ministres est venu déclarer que le bac revenant à la 10 sur 20, rendant ainsi la décision de Nzouba caduque. Dans tout ça, les enfants qui auraient dû être admissibles n’ont toujours pas obtenu de solution à leur problème, et voilà qu’Alain-Claude Billié Bi Nzé vient leur dire que le bac ne s’obtient pas par la grève de la faim ! Mais la question que n’a pas posée Alain-Claude Billié Bi Nzé à ses collègues est celle de savoir pourquoi ils ont organisé un tel désastre dans l’administration du bac qui est un examen important dans le parcours scolaire ? C’est le régime Ali Bongo qui est venu imposer à ces étudiants un bac dont les tenants et les aboutissants n’étaient pas clairs. Que voulez-vous ? Que les enfants admissibles acceptent d’être sacrifiés sur l’autel de l’incompétence des émergents ? Mais voyons Monsieur Alain-Claude Billié Bi Nzé ! Comme a dit Monsieur Marcel Libama, les élèves Gabonais sont les victimes d'une gestion scabreuse et approximative de notre système éducatif, il est hors de question que les enfants soient sacrifiés à cause des bêtises du gouvernement.
