THE INSIGHTS OF A FRENCH PRESS OUTLET ON THE LATEST EVENTS IN GABON. LES ÉCLAIRAGES D’UN ORGANE DE PRESSE FRANÇAIS SUR LES DERNIERS ÉVÈNEMENTS AU GABON

Just like the independent newspapers of Gabon, the French newsletter "La Lettre du Continent" had been predicting for several months, the political perishing of Laure Gondjout and Raymond Ndong Sima, both having been in trouble with the inevitable Maixent Accrombessi, the real Cerberus of traffic control within the regime. Therefore, when "La Lettre du Continent" comes back to deliver its analysis of recent events in Gabon, we should not ignore that. This blog reflects for you the information contained in the latest edition of that newsletter.

Reading between the lines, it appears, according to the LDC, that the changes at the top of the state in recent times, specifically the unceremonious departures of Laure Olga Gondjout and Raymond Ndong Sima, came about because of two things: one, to get rid of people who were not really into Ali Bongo’s circle of trust, and secondly to do away from people who did not have good chemistry with Maixent Accrombessi, to whom presumably Ali Bongo refuses nothing. The thesis of the need for a rejuvenation of the cabinet by Ali Bongo, that some have argued to explain Gondjout’s departure, does not stand scrutiny, for if Laure Olga Gondjout is no longer young, she would have reached the age of 60, there are other members of the presidential cabinet, still in place, who are much older than she. One could cite in no particular order: Michel Essongue who is beyond 70 years old; Mr. Safe, Jean Pierre Lemboumba Lepandou, who is also older than 70; Emmanuel Ondo Methogo, another who is approaching 70 years, is indeed present in the cabinet. No, age has nothing to do with these decisions and it is ironic that the same regime that accuses the people in the opposition who are in their seventies that they do not want to leave the political scene and go into the shadows of political retirement, maintains its own older generation in place. It is therefore evident that asking Laure Gondjout to leave her function occurred for reasons other than age.

The LDC goes further by revealing that Ali Bongo has never had the intention to entrust the Mayor of Libreville to Laure Gondjout; and the position of "Ombudsman" of the Republic which she got, was the garage way that had already been promised to Jean Francois Ntoutoume Emane and Antoine de Padoue Mboumbou Miyakou. No doubt these two will have to wait to be offered other landing spots with an insignificance that would be inversely proportional to the salary treatment.

The LDC also said that in the PDG, those who are not well liked by Ali Bongo were on their departure. For the PDG junior it is announced that the bosses would be Vivien Amos Makaga Pea and Liban Souleman of the foreign legion; for the senior version, the future boss would be Pacôme Moubelet Boubeya to replace another person from Ogooué-Lolo, Faustin Boukoubi. Geopolitics is everywhere preserved!

This newsletter also tells us that the Foreign Legion has been reinforced with the recruitment by Ali Bongo of Frenchman Jacques Rafaintin in the position of Special Adviser on defense and security.

But it is in its description of the people directing the sovereign ministries, that the LDC informs us the most. By definition, the adjective "sovereign" means the functions of independence. In the French political system, which is followed by Gabon, the sovereign ministries, thus having mainly sovereign functions are: Defense, Foreign Affairs, Justice, Interior and Finance. Other ministries also have a sovereign importance, e.g. Education, but those mentioned before are paramount, the others coming in second line. The LDC analysis is that in all these so-called sovereign ministries, Ali Bongo has placed his own men. The interior falls to Guy Bertrand Mapangou, a zealous man among the zealous. He is tightly marked as Deputy Minister, by Jean -Pierre Oyiba, a faithful sycophant; we all remember very well the roles he played in the cases of the BEAC and also that of the Shipomar. The mission of these two gatekeepers is to prepare for Ali Bongo a "clean" election for 2016. For defense, it is the family that is trusted, with Ernest Mpouho-Epigat who is also the boss of the Gabonese Services Company (SGS, private security). The Gabonese people are warned: if they move, they will be shot. At Justice it is Seraphin Moundounga who will, we have no doubt about it, insist in teaching the law to experts. Foreign Affairs remain unchanged and Finance also in many respects, even if the Economy went to Christophe Akagha Mba, and Budget to Christian Magnagna; the backbone of all financial authorities remains entrusted to “safe” men and women.

Comme les organes indépendants de presse du Gabon, le bulletin français «La Lettre du Continent» prédisait depuis plusieurs mois, les déchéances politiques de Laure Gondjout et de Raymond Ndong Sima, tous les deux ayant eu maille à partir avec l’incontournable Maixent Accrombessi, le véritable cerbère réglant la circulation au sein du régime. Par conséquent, quand «La Lettre du Continent» revient livrer ses analyses des derniers évènements au Gabon, nous aurions tort de les ignorer. Ce blog vous traduit ainsi le contenu informatif de la dernière livraison de cet organe.

En lisant entre les lignes, il ressort, d’après la LDC, que les changements observés au sommet de l’Etat, ces derniers temps, plus précisément les départs sans ménagement de Laure Olga Gondjout et de Raymond Ndong Sima, répondent de deux nécessités: d’un, se débarrasser de personnes n’entrant pas vraiment dans le cercle de confiance d’Ali Bongo; et de deux, éloigner des personnes n’ayant pas les atomes crochus avec Maixent Accrombessi à qui vraisemblablement, Ali Bongo ne refuse rien. La thèse de la nécessité d’un rajeunissement des effectifs par Ali Bongo, que certains avancent pour expliquer le départ de Gondjout ne tient pas debout; car si Laure Olga Gondjout n’est plus toute jeune, elle aurait atteint les 60 ans, d’autres membres du cabinet présidentiel, encore bien en place, sont beaucoup plus âgés qu’elle. On pourrait citer dans le désordre: Michel Essongue qui a au-delà de 70 ans; M. Coffre-fort, Jean Pierre Lemboumba Lepandou qui est lui aussi âgé de plus de 70 ans; Emmanuel Ondo Methogo, un autre avoisinant les 70 ans est bien présent dans le cabinet. Non, l’âge n’a rien à voir dans ces décisions et il est ironique que le même régime qui reproche aux septuagénaires de l’opposition de ne pas s’éclipser dans la retraite politique, entretient les siens bien en place. Il est donc évident qu’on a demandé à Laure Gondjout de rendre son tablier pour des raisons autres que celle de son âge.

La LDC va encore plus loin en dévoilant qu’Ali Bongo n’a jamais eu l’intention de confier la Mairie de Libreville à Laure Gondjout, et que le poste de «Médiateur de la République» qui lui est revenu, était la voie de garage qui avait déjà été promise à Jean Francois Ntoutoume Emane et à Antoine de Padoue Mboumbou Miyakou. Nul doute que ces deux derniers devront attendre qu’on leur offre d’autres lieux d’atterrissage dont l’insignifiance serait inversement proportionnelle au traitement salarial.

La LDC dit qu’au PDG aussi, ceux qui ne plaise pas ou peu a Ali Bongo serait sur le départ. Si pour les juniors du PDG cet organe annonce les patrons comme étant Vivien Amos Makaga Pea et Liban Souleman de la légion étrangère, pour la version senior le futur patron serait Pacôme Moubelet Boubeya qui remplacerait un autre ressortissant de l’Ogooué-Lolo, Faustin Boukoubi. Les équilibres géopolitiques sont partout préservés!

Cet organe de presse nous apprend aussi que la légion étrangère a reçu du renfort avec le recrutement par Ali Bongo du Français Jacques Rafaintin, au poste de Conseiller Spécial en matière de défense et de sécurité.

Mais c’est dans sa description des personnes chargées de diriger les ministères régaliens, que la LDC nous informe le plus. Par définition, l'adjectif qualificatif «régalien», désigne les fonctions attachées à la souveraineté. Dans le système politique français, qui est suivi par Gabon, les ministères régaliens, donc relevant principalement des fonctions de souveraineté sont: la Défense, les Affaires étrangères, la Justice, l’Intérieur, et les Finances. Les autres ministères ont aussi une importance souveraine, par exemple l’Education Nationale, mais ceux qui ont été cités sont les primordiaux, les autres venant après en seconde ligne. La LDC analyse que dans tous ces ministères dits régaliens, Ali Bongo a placé des hommes à lui. L’Intérieur échoit à Guy-Bertrand Mapangou, un zélé de parmi les zélés. Il est marque à la culotte en qualité de Ministre Délégué, par Jean-Pierre Oyiba, un autre fidèle dont nous nous souvenons bien du rôle dans l’affaire de la BEAC et aussi celle de la Shipomar. La mission de ces deux vigiles est de préparer à Ali Bongo une élection «cash» pour 2016. Pour la Défense, on fait confiance à la famille avec Ernest Mpouho-Epigat qui est aussi patron de la Société gabonaise de services (SGS, sécurité privée). Les gabonais sont averti, s’ils bougent, ça va tirer. A la Justice, c’est Séraphin Moundounga qui va aller, nous n’avons aucun doute la dessus, enseigner le droit aux experts en la matière. Les Affaires Etrangères restent inchangées et les Finances aussi a bien des égards, même si l'Economie revient à Christophe Akagha Mba, et le Budget a Christian Magnagna, l’ossature de toutes les régies financières reste confiées à des hommes et femmes «sures».
