Here is Raymond Ndong-Sima's response to the C'BON lackeys who want to pin the blame for the illegal evictions that took place in the Sainte Marie valley on him.

 

 

Clarification Regarding Statements by Certain Individuals Claiming to be from Civil Society, Apparently Self-Proclaimed New Spokespersons for the President of the Republic, Head of Government.

I note, after watching various videos, that a group of people claiming to be from civil society are directly implicating me in the recent demolitions in Plaine Orety, asserting they obtained this information directly from the President of the Republic. These unfounded statements, a sad reflection of political maneuvering we thought was behind us, demonstrate a brazenness matched only by their clear thirst for public attention or to gain legitimacy.

 

First and foremost, I want to express my deep compassion for those who have been evicted. Everyone who knows me understands how much I value the human dimension in all my actions.

 

Some individuals have developed a habit of easily accusing and singling out people personally. I wish to remind them that the function of Prime Minister was an official one. The Prime Minister represented the government and in no way acted in a personal capacity.

 

The President of the Republic has an official spokesperson. He has no need for usurpers to present his point of view to the population. The blurring of lines that sees members of civil society transform into spokespersons for the President of the Republic is toxic. What if everyone just stayed in their place!

 

Regarding the substance of their remarks, I invite everyone to answer three common-sense questions. If I had already possessed information about the people who had already been compensated:

 

Why, as Prime Minister, Head of Government, did I not myself request military engineers and organize the demolition of the dwellings concerned?

Why did I arrange for an inventory of the houses impacted by the project and an estimation of the built environment, specifically stopping at Zone 1 (extending from the seafront to the area behind the National Assembly)?

Why did I instruct the State's Judicial Agent to seize and obtain eviction orders from the court?

During my tenure, I organized a large number of meetings at the Prime Minister's office concerning this matter with all relevant ministerial departments and technical services, proving my strict adherence to procedures.

 

The acceleration of this matter, just 30 days after my departure from the Prime Minister's office, confirms that a certain number of people were badmouthing me, pointing to my supposed tendency to drag my feet and slow down project progress.

 

If we claim to be a rule of law state, the government must guarantee adherence to rules and procedures. These are the rules and procedures to which I scrupulously submitted in this case.

 

For now, a crucial question comes to mind:

 

Which minister introduced the request for military engineering equipment to evict the women, men, and residents of this area?

And on what documents (the administration being written) did he rely?

If he received an instruction to do so (and from whom, incidentally), wasn't it his duty to point out to the instructing party that he could not launch the eviction operation while a procedure was pending before the courts?

I left Gabon on Sunday, June 1, 2025, for health reasons to undergo an operation I had postponed last March to be available for the presidential election campaign. The day before, informed of my departure and at his request, the President of the Republic cordially received me.

 

Today, I am progressively recovering.

 

The current situation in Plaine Orety must challenge the population and the government regarding respect for the law. The statements made by the civil society members who visited the site are irresponsible and unacceptable. This is why, upon my return to Gabon, we will meet in court.

Voici la réponse de Raymond Ndong-Sima aux sous fifres de C’BON qui veulent lui faire porter le chapeau des déguerpissements illégaux qui ont eu lieu dans la vallée Sainte Marie.

 

 

Mise au point concernant les déclarations de certaines personnes se revendiquant de la société civile apparemment nouveaux portes-parole  auto-proclamés du Président de la République, chef du gouvernement.

Je constate en visionnant différentes vidéos qu’un groupe de personnes se réclamant de la société civile m’implique directement dans les récentes destructions à Plaine Orety, affirmant détenir ces informations directement du Président de la République. Ces déclarations infondées, tristes reflet de manœuvres politiciennes que nous pensions révolues, témoignent d’un culot qui n’a d’égal que leur soif manifeste de se mettre en lumière ou de se donner une légitimité.

Avant toute chose, je tiens à exprimer ma profonde compassion envers celles et ceux qui ont été déguerpis. Tous ceux qui me connaissent savent à quel point je suis attaché à la dimension humaine dans toutes mes actions.

Certaines personnes ayant développé une facilité à accuser et à indexer les gens personnellement, je souhaite leur rappeler que la fonction de Premier ministre, était une fonction officielle. Celui-ci représentait le gouvernement et n'agissait nullement à titre personnel.

Le président de la République a un porte parole officiel. Il n’a nul besoin d’usurpateurs pour exposer son point de vue à la population. Le mélange de genres qui veut que des membres de la société civile se transforment en portes parole du Président de la République est toxique. Et si chacun restait à sa place !

Concernant le fond de leurs propos, j’invite chacun à répondre à trois questions de bon sens. Si j’avais déjà eu en ma possession les informations sur les personnes déjà dédommagées :

•⁠  ⁠Pourquoi, en tant que Premier Ministre, Chef du Gouvernement, n’ai-je pas moi-même requis le génie militaire et organisé la destruction des logements concernés ?

•⁠  ⁠Pourquoi ai-je fait procéder à un inventaire des maisons impactées par le projet et à une estimation du cadre bâti, en m’arrêtant spécifiquement à la zone 1 (allant du bord de mer à l’espace derrière l’Assemblée nationale) ?

•⁠  ⁠Pourquoi ai-je chargé l’Agent Judiciaire de l’État de saisir et d’obtenir des ordonnances d’expulsion du tribunal ?

Au cours de mon mandat, j’ai organisé un grand nombre de réunions à la Primature sur ce dossier avec tous les départements ministériels et les services techniques concernés, prouvant mon attachement rigoureux aux procédures.

L’accélération de ce dossier, 30 jours seulement après mon départ de la Primature, confirme qu’un certain nombre de personnes me cassaient du sucre sur le dos, pointant ma prétendue tendance à traîner les pieds et à ralentir l’avancement des projets.

Si nous revendiquons le statut d’État de droit, le gouvernement doit être le garant du respect des règles et des procédures. Ce sont ces règles et ces procédures auxquelles je me suis scrupuleusement soumis dans ce dossier.

Pour l’instant, une question cruciale me vient à l’esprit :

•⁠  ⁠Quel ministre a introduit la réquisition des engins du génie militaire pour déguerpir les femmes, les hommes et les habitants de cette zone ?

•⁠  ⁠Et sur quels documents (l’administration étant écrite) s’est-il appuyé ?

•⁠  ⁠S’il a reçu une instruction de le faire (et de qui, d’ailleurs), n’était-ce pas son devoir de faire remarquer au donneur d’ordre  qu’il ne pouvait pas, alors qu’une procédure était pendante devant les tribunaux, lancer l’opération de déguerpissement ?

Je suis parti du Gabon le dimanche 1er juin 2025 pour des raisons de santé afin de subir une opération que j’avais reportée en mars dernier pour me rendre disponible pour la campagne à l’élection présidentielle. La veille, informé de mon départ et à sa demande, le Président de la République m’a cordialement reçu.

Aujourd’hui, je me remets progressivement.

La situation actuelle à Plaine Orety doit interpeler les populations ainsi que les gouvernants sur le respect de la loi. Les déclarations des membres  de la société civile qui se sont rendus sur ce site sont irresponsables et inacceptables. C’est pourquoi dès mon retour au Gabon nous nous retrouverons devant les tribunaux.
