RFI Question: "In the message you sent for the vows, you spoke about dialogue. Hasn’t the time come to listen to those people, to discuss with them, to restore peace? "

Ali Bongo answers: "Again, I have not ceased to dialogue; and I have repeated that I am a man of dialogue. In my entire career, it has been the case. Even under the single party system, I was of those who wanted to dialogue, who wanted more democracy; compared to some who today are in opposed to me and whom you seem, I would not accuse you of amnesia, but these are the same people you criticized at the time, who today want to dress themselves as democrats they have never been. I have been consistent since I entered politics, I have always been constant.”

Comment by Annoying Gabon: Who exactly does Ali Bongo expect would believe this lie that he has always been the perfect democrat? It is easy to demolish this argument by simply recalling this anecdote described by Jacques Foccart in his memoirs; that reveals that in November 1986, Ali Bongo had solicited through Jacques Foccart, an audience with Jacques Chirac at Matignon while the latter was Prime Minister of the cohabitation. Ali Bongo in a head-to-head meeting with an incredulous Chirac, asked that France supports a project that was to crown Omar Bongo as king of Gabon and made Ali Bongo his heir, by a mechanism that was to make Gabon into an hereditary monarchy. If this wish was not granted by Chirac and France at the time, it is clear that Ali Bongo has done everything in Gabon for the monarchy to be a reality. Therefore, when we know the history and background of Ali Bongo, can we believe that he was ever a democrat? Can we believe that he is one today? Who is he kidding? Furthermore, when Ali Bongo speaks of the defectors from the PDG now in the opposition, we must remind him that the dictatorship he inherited from his father is a system with an operating mode based on immobility, indifference and superficiality. This means that nothing changes in Gabon; the regime is totally indifferent to the wishes of the Gabonese people; and the initiatives taken by the regime suffer from a distressing superficiality that ultimately makes the country be stagnant. In Gabon, it the dictatorial system that makes individuals, and not the opposite. When one wants to grow and be free, they must exit the system, they must move away from the PDG. So one can be a part of the PDG and then go join the opposition camp without this being disqualifying. What does Ali Bongo say of people who started in the opposition before joining the PDG? Are they as the plague? Let's be serious for a moment!

RFI Question: "You were elected on the basis of a program, as you say, and you promised many things. The emerging Gabon; you promised to reduce poverty; After almost 5 years, one third of the population still lives in poverty; where are the results you actually talk about really, what has changed in Gabon? »

Ali Bongo answers: "I go in front of my countrymen with a triptych: peace, development, sharing. Sharing meant reducing inequalities. To have a more equal sharing of wealth. I explained that for there to be this sharing, it was necessary that we produce: development. The first things we did were to decide the level of our commitments in terms of investments. For example; before 2009, the investment budget was 200 billion CFA francs. When we arrived ... we have increased it to $ 600 billion. This is what has allowed us to move in 2009 from a negative growth rate of 0.9% to 6%. »

RFI further asks: "These are economic indicators, the Gabonese needs to see their lives change; what has changed?”

Ali Bongo answers: "Look at the child allowance, it has tripled. We have engaged the country in a number of reforms, and especially in a number of very important projects that have produced more jobs. There are some areas, for example I committed when I was campaigning in 2009, the great concern of the Gabonese are the roads; in 4 decades we have built nearly 900 km of paved roads. You should know that Gabon at the time of independence did not even have 100 km of paved roads. Meanwhile we had a railroad to build... At the end of my mandate, we will have done more, more than 1000 km. Regarding family allowances, they were evaluated 3 times, today we are at 5000 CFA francs; Now with for social security coverage, more than 8,000 people have been registered by the CNAMGS. We asked the question, who lives in poverty and why? We have set up a commission ... this commission has published a report that says that about 30% of the population lives in poverty, this affects roughly 95,000 homes... From there we had a social summit and we came up with a social pact, in which I was able to announce a number of things. We were able to announce that in the next 3 years we will spend up to 250 billion CFA francs for the reduction of poverty ... On the agricultural side, we have just launched a program we called GRAINE... We will develop 200,000 ha of arable land over the next 5 years, with a goal of reducing our dependence on food which is very important ... the partner is OLAM Gabon. »

Commentary by Annoying Gabon: Dear readers, when after 5 years, after having managed during that period a budget of 15,000 billion CFA francs; Ali Bongo is asked to give us his record, all he comes up with is just fluff.

The record of a term is made on the actual accomplishments; that is to say on the economy, health care, education, infrastructure, security, social etc., not on new promises. You cannot make new promises to the people and tell them that this is a record. What is the GRAINE project with OLAM doing on a record since it exists only on paper? What does the investment budget of 600 billion CFA francs doing on a record if all projects are in a virtual standstill? When one is serious, they takes stock of Ali Bongo record as follows:

1. Economic record: between 2009 and 2015 has there been a reduction in unemployment? No, there has rather been an increase; has the purchasing power improved? No it has gotten worse; Has the timber sector go off as promised in 2009? It has not; Have tax revenues of the State been increasing or decreasing? They have been going down because the state has difficulties to stay solvent ... etc.

2. Health care: Are the Gabonese people receiving better care in 2015 than they did in 2009? This blog thinks not.

3. Education: Are Gabonese pupils and students in better study conditions in 2015 than they were in 2009? Here, the answer should be a unanimous no. Even the most zealous supporters of the regime should recognize this obvious failure.

4. Infrastructure: many of the working sites are idle, which gives us a clear answer.

5. Security: ritual crimes and criminality in general, are more rooted today.

6. Social: the proliferation of strikes in all sectors demonstrates the failure of Ali Bongo in this regard.

Dear readers, it is this whirlwind of failures that will not fade that Ali Bongo must take responsibility for; instead of trying to make new promises of future results aimed at hiding the failures which are well of the present.

Question de RFI : « Dans le message que vous avez adressé pour les vœux, vous avez parlé de dialogue. Est-ce que le moment n’est pas venu d’écouter ceux-là, de discuter avec eux, pour que revienne la paix?»

Réponse d’Ali Bongo: « Encore une fois, je n’ai pas cessé de dialoguer ; et j’ai répété que je suis un homme de dialogue. Toute ma carrière ça a été le cas. Même sous le parti unique, moi j’ai été de ceux qui voulaient le dialogue, qui voulaient plus de démocratie; par rapport à certains aujourd’hui qui sont en face de moi et dont vous semblez, je ne voudrais pas vous accuser d’amnésie, mais ce sont les mêmes personnages que vous critiquiez à l’époque, qui aujourd’hui veulent se vêtir d’une vertu de grands démocrates, alors qu’ils ne l’ont jamais été. Moi j’ai été constant, depuis que je suis en politique, j’ai toujours été constant. »

Commentaire de Gabon Enervant: A qui exactement Ali Bongo veut faire croire ce boniment qu’il ait toujours été le parfait démocrate ? Il est aisé de démolir cet argument en rappelant simplement cette anecdote décrite par Jacques Foccart dans ses mémoires; qui révèle qu’en Novembre 1986, Ali Bongo avait sollicité par l’entremise de Jacques Foccart, une audience chez Jacques Chirac à Matignon alors Premier Ministre de la cohabitation. Ali Bongo lors d'un tête-à-tête avec un Chirac incrédule, lui demanda que la France soutienne un projet qui devait faire d’Omar Bongo le roi du Gabon et d’Ali Bongo son dauphin, par un mécanisme qui devait consacrer l’instauration au Gabon d’une monarchie héréditaire. Si ce vœux ne fut pas exaucé par Chirac et la France à l’époque, force est de constater qu’Ali Bongo a tout fait au Gabon pour que la monarchie y soit effective. Par conséquent, quand on connait l’histoire et les antécédents d’Ali Bongo, peut-on croire qu’il ait jamais été un démocrate ? Peut-on croire qu’il le soit aujourd’hui ? De qui se moque-t-il ? Par ailleurs, quand Ali Bongo parle des transfuges du PDG aujourd’hui dans l’opposition, il faut lui rappeler que la dictature qu’il a hérité de son père est un système, avec un mode de fonctionnement basé sur l`immobilisme, l`indifférence et la superficialité. Ce qui veut dire que rien ne change au Gabon ; que le régime est totalement indifférent aux vœux des Gabonais ; et que les initiatives que prend le régime souffrent d’une affligeante superficialité qui fait qu’en définitive le pays fasse du sur-place. Au Gabon, c’est le système dictatorial qui fait les hommes, et non l’inverse. Quand on veut s’épanouir et se libérer, il faut sortir du système, il faut s’éloigner du PDG. On peut donc avoir fait partie du PDG et aller rejoindre le camp de l’opposition sans que cela ne soit disqualifiant. Que dit Ali Bongo des gens qui eux ont commencé dans l’opposition avant d’aller rejoindre le PDG ? Sont-ils aussi des pestiférés ? Soyons sérieux un moment !

Question de RFI : « Vous avez été élu sur la base d’un programme, comme vous le dites, et vous avez promis beaucoup de choses. Le Gabon émergent ; vous avez promis de faire reculer la pauvreté ; 5 ans après quasiment, le tiers de la population vit toujours dans la précarité ; où sont les résultats dont vous parlez réellement, qu’est ce qui a changé au Gabon ? »

Réponse d’Ali Bongo: « Je vais devant mes compatriotes avec un triptyque : paix, développement, partage. Partage voulait dire réduction des inégalités. Qu’il y ait un partage plus égal de la richesse. Je leur ai expliqué que pour qu’il y ait ce partage, il fallait donc que nous produisions : développement. Les premières choses que nous avons faites, c’était de décider du niveau de nos engagements en matière d’investissements. Je prends un exemple ; avant 2009, le budget d’investissement était de 200 milliards de francs CFA. Lorsque nous sommes arrivés… nous l’avons porté à 600 milliards. C’est ce qui nous a permis de passer en 2009, d’un taux de croissance négatif de 0.9% à 6%. »

RFI renchéri : «Ça ce sont les indicateurs économiques, le Gabonais a besoin de voir sa vie changer ; qu’est ce qui a changé ? »

Réponse d’Ali Bongo: « Regardez au niveau des allocations familiales, celles-ci ont triplées. Nous avons engagé le pays vers un certain nombre de réformes, et surtout vers un certain nombre de chantiers très importants qui ont donné plus d’emplois. Il y a certains secteurs, par exemple je m’étais engagé quand j’étais en campagne en 2009, la grande préoccupation des Gabonais ce sont les routes ; en 4 décennies nous avons fait près de 900 km de routes bitumées. Il faut savoir qu’au Gabon, au moment de l’indépendance, nous n’avons même pas 100 km de routes bitumées. Entretemps nous avons eu un chemin de fer à construire… A la fin de mon septennat, nous en auront fait plus, plus de 1000 km. En ce qui concerne les allocations familiales, elles ont été évaluées 3 fois, aujourd’hui nous sommes à 5000 francs CFA; avec maintenant au niveau de la couverture sociale plus de 8000 personnes qui ont été enregistrées par la CNAMGS. Nous avons été emmenés à nous poser la question, qui vit dans la précarité et pourquoi ? Nous avons mis en place une commission…cette commission m’a rendu un rapport indiquant qu’environ 30% de la population vit dans la précarité, cela touche à peu près 95000 foyers… A partir de là nous avons eu des assises sociales et nous sommes sortis avec un pacte social, pour lequel j’ai pu annoncer un certain nombre de choses. Nous avons pu annoncer que dans les 3 prochaines années, nous allons consacrer jusqu'à 250 milliards de francs CFA pour la réduction de la pauvreté… Sur le plan de l’agriculture, nous venons de lancer un programme que nous avons appelé Graine… Nous allons développer 200000 ha de terres arables sur les 5 prochaines années, avec objectif un de réduire notre dépendance alimentaire qui est très importante… Le partenaire c’est OLAM Gabon. »

Commentaire de Gabon Enervant : Chers lecteurs, quand après 5 ans, après avoir géré pendant cette période une enveloppe financière de 15000 milliards de francs CFA ; on demande à Ali Bongo de nous faire son bilan, il ne nous sort que du vent. Le bilan d’un mandat se fait sur du concret, c'est-à-dire sur l’économie, la santé, l’éducation, les infrastructures, la sécurité, le social etc., et non sur de nouvelles promesses. On ne peut pas faire au gens des nouvelles promesses et leur dire que cela constitue un bilan. Qu’est-ce que le projet GRAINE avec OLAM vient chercher dans un bilan alors qu’il n’existe que sur papier ? Qu’est-ce que le budget d’investissement de 600 milliards de francs CFA vient faire dans un bilan si tous les projets sont en situation de quasi arrêt ? Quand on est sérieux, on dresse le bilan d’Ali Bongo comme suit :

1. Bilan économique: entre 2009 et 2015 le chômage a-t-il été réduit ? Non, il a plutôt augmenté ; le pouvoir d’achat s’est-il amélioré ? Non il a empiré ; a-t-on vu le secteur du bois décoller comme promis en 2009 ? Non ; les revenus fiscaux de l’Etat sont-ils à la hausse ou à la baisse ? Ils sont à la baisse car l’Etat a des difficultés à rester solvable…etc.

2. La santé : les gabonais se soignent-ils mieux en 2015 qu’ils ne le faisaient en 2009 ? Ce blog en doute.

3. L’éducation : les élèves et étudiants Gabonais sont-ils logés à meilleure enseigne en 2015 qu’ils ne l’étaient en 2009 ? Ici, la réponse devrait être un unanime non. Mêmes les partisans du régime les plus zélés devraient reconnaitre cet échec patent.

4. Les infrastructures : les nombreux chantiers en arrêt nous donnent la réponse claire.

5. La sécurité : les crimes rituels et la criminalité en général, sont bien plus enracinées aujourd’hui.

6. Le social : la prolifération des grèves dans tous les secteurs démontre l’échec d’Ali Bongo sur ce plan.

Chers lecteurs, c’est ce tourbillon d’échecs qui ne s’estompera pas, qu’Ali Bongo doit assumer ; au lieu de vouloir faire de nouvelles promesses de résultats futures qui voudraient masquer des échecs eux bien du présent.
