Whatever the specific differences of various countries, there are responsibilities devoted to a president or a head of state, which are universally recognized. Such is fiduciary duty of a president toward the people they serve. What is the definition of the term "fiduciary duty"?

In recognized democracies the government fiduciary duty to the people is the legal and ethical relationship of confidence and trust that it has with the population, regarding the management of taxpayers’ money. This fiduciary duty usually means that the president and their government would not put their own financial interests ahead of those of the state as a whole and of the population. The reason for this is that those who manage the public's funds must be held to account; they must spend this money wisely, refrain from bad lavish habits, and conduct all government business in full transparency.

What brings us to the topic of fiduciary duty is an article in the French weekly "Charlie Hebdo" which tells us that the amount Ali Bongo pays Richard Attias, an event organizer, for his New York Forum Africa, is secret; only known to a few people. Not even the Ministers or the Prime Minister are aware of this amount. This is, dear readers, patently unacceptable and scandalous, since this is taxpayers money, the Gabonese people‘s money; we must know the full amount and the full account. But in Gabon, we are told to go admire the roadwork…which is progressing…

Maybe after 45 years of absolute power, the Bongos have forgotten that Gabon resources are not theirs to waste. May be they have forgotten that a president and a government have a fiduciary duty to their constituents. Maybe they don’t know that government expenditures have to go through a defined process, in full transparency, before they can be approved. It is one thing for Ali Bongo to want to be seen surrounded by so called international celebrities; but if he is going to use the Gabonese people’s money to do so, they must know how much it cost and what does the country gain in return? To this day, the answer to these two basic questions remains elusive. How much does Richard Attias cost? The French weekly said at a minimum 7 million euros with most of it going into Attias pocket. But the cost to Gabon is much more than that because it Gabon which has to house all the guests, feed them, pay for their transportation to and from Gabon, in mostly private jets. Why would a country like Gabon spend so stupidly when everybody knows that there is so much that could be done with that money?

But does Ali Bongo care at all about this fiduciary responsibility he has towards the Gabonese people? Not at all. Does the Prime Minister, Raymond Ndong-Sima, know that it is his duty to know how much Richard Attias is being paid? He certainly does, but can he be bold and courageous enough to ask Ali Bongo to reveal these amounts? Certainly not! Can the Gabonese parliament ask the Gabonese ministry of Budget to publish the wire transfers made to Attias? There is no hope of that ever happening. The only way is for the people themselves to continue to ask that their money not to be used for despots to satisfy their fantasies and their inferiority complex, by hobnobbing with world celebrities.

People like Richard Attias are not crazy. They know exactly what they are doing in approaching these dictators and offering to bring to them the celebrities of the world for a few millions euros. It is easy money for not too much effort. The only requirement is the guaranteed stupidity of dictators like Ali Bongo and their willingness to waste their countries money.

Would’t the more than 70% of the Gabonese people who continue to struggle with everyday life want to know how much Ali Bongo is paying Attias? Would’t the parents who find that their kids have no schools to go to, no hospital to get decent health care from and no decent jobs to be had, want to know how much Ali Bongo is paying Attias? But we already know the answer from the regime: have you seen the roadwork that is progressing?

Quelles que soient les spécificités des différents pays, il y a des responsabilités dévolues à un président ou un chef d'Etat, qui sont universellement reconnues. Telle est l'obligation fiduciaire d'un(e) président(e) à l'égard des citoyens qu'il(elle) sert. Quelle est la définition de l'expression «obligation fiduciaire»?

Dans les démocraties reconnues, l’obligation fiduciaire du gouvernement envers les citoyens est la relation juridique et éthique de confiance qu'il entretient avec la population, en ce qui concerne la gestion de l'argent du contribuable. Cette obligation fiduciaire signifie généralement que le président et les membres de son gouvernement ne mettraient pas leurs propres intérêts financiers avant ceux de l'Etat dans son ensemble et de la population. La raison en est que ceux qui gèrent les fonds publics doivent être tenus de rendre des comptes; ils doivent dépenser cet argent à bon escient, s'abstenir de mauvaises habitudes fastueuses et mener les activités fiscales du gouvernement en toute transparence.

Ce qui nous amène au sujet de l'obligation fiduciaire est un article paru dans l'hebdomadaire français "Charlie Hebdo" qui nous dit que le montant qu’Ali Bongo paie à Richard Attias, un organisateur d'événements, pour son New York Forum Africa, est secret; connu seulement par quelques proches. Pas même les ministres ou le Premier ministre ne connaissent ce montant. Il s'agit, chers lecteurs, d’une pratique manifestement inacceptable et scandaleuse, puisque c'est l'argent du contribuable; l'argent du peuple gabonais, nous devons connaître le montant total et le compte-rendu complet de ces dépenses. Mais au Gabon, on nous dit d'aller admirer la route ... qui avance ...

Peut-être qu’après 45 ans de pouvoir absolu, les Bongo ont oublié que les ressources du Gabon ne sont pas les leurs. Peut-être qu'ils ont oublié que le président et le gouvernement ont une obligation fiduciaire envers les citoyens, s’ils ne l’ont jamais su. Peut-être qu'ils ne savent pas que les dépenses publiques doivent être passées par un processus défini, en toute transparence, avant qu'elles ne puissent être approuvées. C'est une chose pour Ali Bongo que de vouloir être vu entouré par ce qu'on pourrait appeler des célébrités internationales, mais s'il va utiliser l'argent du peuple gabonais à ce faire, ces gabonais doivent savoir combien ça coûte et qu'est-ce que le pays gagne en retour? À ce jour, la réponse à ces deux questions fondamentales reste évasive. Combien coûte Richard Attias? L'hebdomadaire français a déclaré son coût à un minimum de 7 millions d'euros dont la part du lion va directement dans la poche d’Attias. Mais le coût total pour le Gabon est beaucoup plus important que cela, car c’est le Gabon qui doit accueillir tous les invités, les nourrir, payer pour leur transport aller-retour vers le Gabon, dans la plupart des cas en jets privés. Pourquoi un pays comme le Gabon devrait dépenser bêtement autant d’argent quand tout le monde sait qu'il y a bien des choses qui peuvent être faites avec cet argent?

Mais Ali Bongo se préoccupe-t-il de cette responsabilité fiduciaire qu'il a envers le peuple gabonais? Pas du tout! Le premier ministre, Raymond Ndong-Sima, est-il conscient qu’il soit de son devoir de savoir à combien Richard Attias est payé? Certes il en est conscient, mais peut-il faire preuve d'audace et avoir le courage de demander à Ali Bongo de révéler ces montants? Certainement pas! Puisse le Parlement gabonais demander au ministère gabonais du Budget de publier les virements fait à Attias? Il n'y a aucun espoir que cela se produise. Le seul moyen est pour les citoyens eux-mêmes de continuer à demander que leur argent ne soit pas utilisé par le despote pour satisfaire ses fantasmes et son complexe d'infériorité, en invitant des célébrités mondiales.

Des gens comme Richard Attias ne sont pas fous. Ils savent exactement ce qu'ils font dans leur approche d’offrir aux dictateurs un entourage de célébrités du monde, moyennant quelques millions d'euros. C'est de l'argent facilement gagné sans avoir à fournir trop d'effort. La seule exigence est la stupidité garantie des dictateurs comme Ali Bongo et leur volonté de gaspiller l’argent de leur pays.

Le plus de 70% du peuple gabonais qui continue à affronter difficilement la vie quotidien voudrait certainement savoir à combien Ali Bongo paie Attias, n’est-ce pas? Les parents qui trouvent que leurs enfants n'ont pas d'école décentes où fréquenter, pas d'hôpitaux pour obtenir des soins de santé convenables et pas d’emplois propices à glaner, aimeraient tout de même savoir à combien Ali Bongo paie Attias, n’est-ce pas? Mais nous connaissons déjà la réponse du régime: avez-vous vu la route qui avance?
