His name is Yariv Elbaz, he is Franco-Moroccan, he has had trouble with the Autorité des Marchés Financiers in France. But he found fertile ground in Gabon, where Sylvia Bongo entrusted him with the Gabonese sovereign funds. He therefore created the Ycap Fund which manages Gabonese assets.

Yariv Elbaz is said to have been introduced in Gabon in the early 2010s, by Richard Attias, him again; the one who invited him to the New York Forum Africa. In 2014, Serge Mickoto, who headed the Gabonese Sovereign Fund, invested Gabon's funds in 3 entities administered by Ycap:

1. Agriland, specialized in agricultural projects,

2. InfraPPP, which invests in infrastructure

3. A third real estate fund, Real Estate Strategy.

To date, neither Agriland nor InfraPPP have carried out any projects. More seriously, Agriland is said to have recently informed FGIS that it is studying one chicken farming project and another in agriculture. Without further details.

The three funds set up by Ycap had been registered in London and were then all dissolved: Ycap Agri Strategy LLP, Ycap Infra Strategy LLP and Ycap Real Estate Strategy LLP.

In 2014, Ycap had problems in France. This fund received a notification of grievances from the French Financial Markets Authority (AMF), on the grounds that Ycap, which managed 252 million euros on behalf of the Interprofessional Provident Fund and old-age insurance (Cipav), commonly known as the Berri group, invested some of the amounts entrusted to it ... in other funds under its management, without authorization from investors. This type of self-investment is explicitly prohibited by the financial markets code.

French authorities condemned Ycap, which later set its sights on the Gabonese sovereign fund. In 2015, Yariv Elbaz and the FGIS negotiated the purchase of land titles from Olam Palm Gabon, a 60% subsidiary of Olam and 40% of the Gabonese state. The transaction was valued at nearly 80 billion CFA francs. But five years later, in May 2020, Olam was forced to admit in a financial report of over 400 pages that the operation was a failure.

Yariv Elbaz, the head of Ycap, is close to Maixent Accrombessi and the French businessman Vincent Miclet. Accrombessi granted Miclet the exploitation of the offshore oil field of Espadon. Yariv Elbaz was associated with the deal.

Yariv Elbaz brought with him to Gabon, the Swiss financial adviser David Salama; a money laundering specialist. The members of the Gabonese nomenklatura in search of discretion to hide their embezzled money, in the face of an increasingly meticulous international banking system, took on Salama's expertise in matters of offshore companies.

It was David Salama who registered in 2014, in Panama, the company Verhill Corporate, which became the owner of the airplane Boeing 737 registered P4-BBJ regularly used by Sylvia Bongo, which she believed to be the owner. Verhill is a subsidiary of YC Investments, a company incorporated in the free zone of the emirate of Sharjah, as is YC Energy, the company which controls Forafric Energy Gabon, also registered by Salama.

In August 2016, a stroke struck Maixent Accrombessi and deprived Yariv Elbaz of his protector in the Gabonese presidency. The financier then approached Sylvia Bongo, whom he accompanied to the United States to shop for works of art.

A ce jour, ni Agriland, ni InfraPPP n'ont réalisé aucun projet. Plus grave, Agriland aurait récemment informé le FGIS qu'il étudiait un projet d’elevage de poulets et un autre dans l’agriculture. Sans plus de details.

Les trois fonds montés l’Ycap, avait été enregistrés à Londres, puis furent tous dissouts : Ycap Agri Strategy LLP, Ycap Infra Strategy LLP et Ycap Real Estate Strategy LLP.

En 2014, l’Ycap a eu des problèmes en en France. Ce fond y a écopé d'une notification de griefs de la part de l'Autorité des marchés financiers (AMF) française, au motif que l’Ycap, qui gérait 252 millions d'euros pour le compte de la Caisse interprofessionnelle de prévoyance et d'assurance vieillesse (Cipav), couramment appelée groupe Berri, investissait certaines des sommes qui lui étaient confiées... dans d'autres fonds dont il avait la gestion, sans autorisation des investisseurs. Ce type d’auto-investissements sont explicitement proscrits par le code des marchés financiers.

L'autorité Française condamna l’Ycap, qui par la suite jeta son dévolu sur le fonds souverain gabonais. En 2015, Yariv Elbaz et le FGIS ont négocié le rachat des titres fonciers d'Olam Palm Gabon, filiale à 60 % d’Olam et à 40 % de l'Etat gabonais. L’affaire fut évaluée à près de 80 milliards de francs CFA. Mais cinq ans plus tard, en mai 2020, Olam a été obligé de reconnaître dans un rapport financier de plus de 400 pages que l’opération a été un échec.

Yariv Elbaz, le patron de l’Ycap, est un proche de Maixent Accrombessi et de l’homme d’affaire français Vincent Miclet. Accrombessi accorda à Miclet l’exploitation du champ pétrolier offshore d'Espadon. Yariv Elbaz fut associé à l’affaire.

Yariv Elbaz a amené avec lui au Gabon, le conseiller financier suisse David Salama ; un spécialiste en blanchiment de fonds. Les membres de la nomenklatura Gabonaise en quête de discrétion pour planquer l’argent détourné, face à un système bancaire international toujours plus méticuleux, prisent l'expertise de Salama en matière de sociétés offshore.

C'est David Salama qui a enregistré en 2014, au Panama, la société Verhill Corporate, qui est devenue propriétaire de l'avion Boeing 737 immatriculé P4-BBJ régulièrement utilisé par la Sylvia Bongo, dont elle se croyait propriétaire. Verhill est une filiale de YC Invest, une société incorporée dans la zone franche de l'émirat de Sharjah, tout comme YC Energy, la société qui contrôle Forafric Energy Gabon, également enregistrée par Salama.

En août 2016, un AVC a frappé Maixent Accrombessi et a privé Yariv Elbaz de son protecteur à la présidence gabonaise. Le financier s'est alors rapproché de Sylvia Bongo, qu’il accompagna aux Etats-Unis pour faire des emplettes d'œuvres d'art.
